Hon. Kwame Governs Agbodza, the Minority Chief Whip of Parliament has rubbished a statement made by Dr. Serebour Quaicoo with respect to parliament’s rejection of the proposed new CI.
Few months ago, the Electoral Commission (EC) of Ghana proposed a new Constitutional Instrument which seeks to make the Ghana Card the only identification document for registration of electorates ahead of the 2024 general elections.
However, Parliament rejected this bill adding that the EC should make some considerations before the bill is presented to the house again.
Speaking in an interview on Metro TV, Dr. Serebour, the Elections Services Director at the EC stated that the recommendations made by parliament is nothing but mere opinions and proposals and the EC is not bounded by these proposals.
Reacting to this statement, Hon. Agbodza has stated that Serebour has no right to make such utterances because he is not more knowledgeable than the entire parliament of Ghana.
In a Facebook post sighted by 1Family Radio, the politician stated, “Dr. Serebour of the EC must avert his mind to the fact that, the resolution of the Committee of the Whole, whose report was signed off by Rt. Hon. Speaker Bagbin himself, is not a mere opinion or advice to be discarded by the EC as he suggests.
He continued, “true sovereignty resides in the people of Ghana, whose interest Parliament represents. Parliament is not a mere conveyor of belt of proposed bills. Parliament can make fundamental changes to any bill brought before the House.’’
“Dr. Serebour cannot pretend to be wiser than the entire Parliament of Ghana,’’ Hon. Governs stated.
According to him, Dr. Serebour will not be allowed to wreck the democracy of the country. “No one will allow him to derail the democratic gains made over the years.’’
“Appropriate steps will be taken on this matter when the house reconvenes,’’ Hon. Governs indicated.
