It seems the Electoral Commission (EC) is resolute on using the Ghana Card as the only identification instrument for registration, as its Chairperson, Jean Adukwei Mensah, has reiterated their decision to do away with the guarantor system.
She claims that the proposed Constitutional Instrument (CI) that is currently before parliament is the most reliable means of obtaining a reliable and transparent voter’s register.
In a media briefing monitored by 1Family Radio, Jean Mensa noted that the EC would not budge on its proposal to make the Ghana Card the exclusive instrument for registration.
The guarantor system, according to Madam Mensa, was established thirty years ago because there wasn’t such a thing as an identification; but, since then, things have changed, necessitating the need to do away with it.
“Thirty years ago, when we took this journey and did not have a Ghana Card, it was only proper that we adopt a system that would ensure that people who didn’t have any documentation could come on board,’’ she noted.
“With the proposed draft that is before Parliament, we do not intend to put back the guarantor system because we do not believe that the guarantor system has augured well for us.’’
“Thirty years on, as an evolving democracy, we now have the Ghana card, and we are saying that we must rely on it, and these are the very laws that Parliament made. That is LI 2111, and it’s the surest way of ensuring or guaranteeing the integrity of our register,’’ she said.
